Then, placed them to dry laying on a towel. I smelled the toys and they smell kind of like food. He used the same washcloth that he used to wash dishes and wipe the counters off with on the toys.
Is this okay?
Would you re-wash them to get the food smell out?

I would take them and dump them in the washing machine and wash them that way. Using a rag to wipe them really does no good at all, it just rearranges the germs on the toys instead of removing them.
Also, if you have a dishwasher you can run them through a cycle in it instead of the washing machine. This should be fine, but if you're worried about it wash the toys again with a cloth you know to be clean.
I throw the cloth toys in the washing machine and use Dreft baby detergent. Personally, I would NOT wash my baby's toys with the same cloth you wash dirty dishes. I am by no means a germ-a-phobe, but that is unsanitary.
