Wouldn't a new home be more resistant to weathering, decay and mold and last longer, if the studs and beams where spray painted with heavy duty exterior paint before the dry wall went up?

If your studs and beams are ever exposed to weather, paint would make them last longer. But if that ever becomes the case, your exterior is compromised and you have water coming in. Your studs and beams are about the last thing you have to worry about. The framing holds up better against water damage than most of the stuff inside the building.
no, the studs are protected by the exterior and interior walls. I've seen exposed beams and studs in 120 year old houses, and they still look good, aside from some water stains. I did see one case where the beams were starting to rot, requiring extensive repairs, but that was due to a long term water leak, and paint would not have helped in that case.
But if you have concerns about mold, it maybe good to spray them with a mold inhibitor.
