I think they could but just don't want to spend the money. I heard European planes have special attachments to their engines, but they don't use them in the US. I'm tired of hearing planes in my neighborhood and even when I go out to the wilderness they are everywhere. Why can't they do something? An invetion that does could be worth a lot of money.
Yes, what you heard is partially true. Some planes are quite quiet actually, but American planes aren't. Korean Air, Asiana Airlines, and Air France were very pleasant, and didn't make much noise. Yes, if we weren't lazy anymore, maybe we can make that improvement!
Airplanes are getting quieter all the time, and they were far, far more noisy a few decades ago.
The Europeans don't have any magic attachments that reduce noise.
There are lots of planes because lots of people like to fly. Interestingly, people who are bothered by plane noise on the ground don't seem to worry much about it when they are the ones traveling in the plane. Nobody wants the noise, but everyone wants to be able to fly everywhere. Anyway, most of the noise comes from the engines, especially on take-off, but engines are getting quieter all the time. The advent of high-bypass turbofans some decades ago greatly reduced engine noise, and they continue to be developed to produce less and less noise and more and more power for every gallon of jet fuel they consume.
In the meantime, if you don't like airplane noise, don't live near airports. The noise from aircraft outside of airports is minimal; noise from nearby streets and highways is usually much louder.
Aircraft have gotten much quieter than they were by a lot. Why do you live near an airport if you are bothered by the noise? It is amazing, but when O'Hare airport and when Kennedy airport were going to be built, there were big signs erected everywhere that said aircraft were going to be flying over this area. Both of these places were away from homes and businesses. All of the surrounding building have been built since the start of the jet age.
When the city of Kansas City built their new airport they bought all of the land around it, and leased out the area around it to farmers.

Noise pollution is not mentioned enough in the news.
Maybe if it were, they would take it more seriously.

They are doing something. Quite a bit actually, Boeing has an entire project aimed at reducing jet engine and landing gear noise aimed at making planes almost inaudible once they leave the airport in the future. The new 787 is supposed to be significantly quieter than previous planes and some of the sound reducing technology is already in use on some 777's. Have a look:
