It can be a number of things.
The quality of the water...Have you checked for ammonia/nitrIte/nitrAte?
How often do you feed him? Sometimes constipation can make a betta fade
Was/is he on medication for something?
Yes, its normal. A healthy betta is a brightly colored betta. The healthier he is, the more vibrant he'll be. And since you just got him, I'm willing to bet he's much happier and healthier in his new home, compared to the tiny cup he was probably kept in at the store.
When I got my female betta a few years ago, she was a dull blue...Today, she's a beautiful bright sapphire blue :)
