It is not assumed that they are related. In fact, it was initially assumed that they were not related. However, the evidence shows that they are related.
Primarily, that evidence is in the form of fossils of dinosaurs with feathers. There have been recent finds of even less bird-like dinosaurs, dinosaurs from the velociraptor family, that have feather quill spurs on their forearm bones.
