When I use the computer for an hour or two, or when i watch videos/play games on the computer, the fan suddenly slows down and go really quiet and the computer slows down completely. I want to know whats wrong because I can barely do anything at its normal speed anymore. Do I need to clean the fans or even change the fan? Or has the slow down of the comuter have nothing to do with the fan?
Also, whenever this happens, im not able to restart my pc or shut down properly because it gets to the point where it says 'Windows is shutting down' but it never actually does.

Clean the fans because the airways could be clogged and if not defrag the HD.
The next time this happens click ctrl alt delete simultaneously and check the process running, you should notice that whatever is causing your computer to slow down is using too much memory of your CPU to run.

While looking at the processes running, make a note of them all and google them one by one to see if any of them are potentially harmful. You may want to delete some if they are not essential to your operating system and you feel confident that you won't delete something you need, you could also take your computer to your local PC doctor for a health check, it may just need a clean up.

R you sure that you have virus proteftion? Many things get into your computer that makes it go slow. Or you may just need more memory.
Graphics (incuding video games) create large files. While these are open, they are using your RAM. Wallpaper and screensavers run constantly in the background. These also are using your RAM. Regular housecleaning is necessary. Here are some suggestions:
1. Set wallpaper and screensavers to blank or none they run continuously in the background and use memory.
-----right-click on the desktop, select Properties
-----click the screensaver tab, on the left where it says "screensaver," select none.
-----click the desktop tab, for background, select none
2. Review your start menu remove anything you don t need on a daily basis load games, etc. on an as-needed basis.

You have a thermal problem.
It locks up.
Also check the CPU and Power Supply fans for dust and dirt caked on the blades and clean them.
Some fans are variable speed, i.e. as temperature rises...so does the rpm's of the fans. If any or all of them slow while the PC is under load, i.e. a CPU and GPU intensive video game.
you will have to replace that particular fan to address the problem.
