No they are probably doing this,because of not getting enough fiber in their diet. Its a true fact that rabbits not fed much hay or veg or even if their pellets/mix doesn't have much fiber content in them they will pluck each others coat,This is called "Barbering".

A rabbits diet should consist many of hay,only 2-3ozs of pellets/mix for Dwarf-Medium rabbits per day(each) or 4-8ozs for Large-Giant rabbits per day(each).
So its a fiber problem as they animal behaviorist has said.

They moult regularly so they are helping one another, they might also be doing this to make a nest so make sure you are giving them enough hay or bedding to sleep on. All rabbits lose fur so I wouldnt be too worried.
They could be doing this because they dont like one another so watch them more carefully and separate them if they are.

Hunger? No, many times they have OCD= ,obsessive compulsions disorder. The obsessiveness with not enough activity, hormones if not spay/neutered finally, not a good diet that is specific to rabbits with extra veggies and variety.
