FYI this is NAV exe which scan incoming email for virus.
Which rule should I give to this application?
There is a preset rule made by OP however it is asking on regular basis a new local port:
Protocol: TCP

I read another post here talking about problems with Outlook Express and Outpost. I believe the solution was to trust the Network Address of 127.0.0.0 under "LAN Settings"...or something close to that....You might to find those posts.
I had a problem where Trojan Hunter was conflicting and changing CCAPP.EXE in memory and causing issues with Outlook Express. Making a change in my Trojan Hunter folder solved that issue. Gripes about ZoneAlarm Firewall:: Program ccApp.exe is part of Norton AntiVirus 2003. Rules Processing - Any local proxy software (e.g. Proxomitron, Mailwasher, some anti-virus email scanners) will now need an additional rule to permit incoming traffic from local applications on 127.0.0.1 (which themselves need a rule to access the proxy if the default global "Allow Loopback" rule has been disabled). Add the following rule to the proxy's ruleset to allow such traffic:
