California: earthquakes, the Gulf Coast: hurricanes, the southern Midwest, Texas, the Southeast: tornadoes, Texas (every year it seems): drought, the Pacific Northwest: rain, the North: blizzards. If you want fairly constant weather with no extremes, Hawaii is the place to be.

Washington. Not DC state. There is a place called Washington STATE. Sometimes there's earthquakes but not regularly. There's not been one for 10 years. There is no tornados or hurricanes. Look it up. Well I've been to New jersey twice and Florida twice, and when I was there there were no earthquakes, hurricanes and tornadoes (although once in Florida the wind got up a bit). So i would guess at least NJ and Flo, and probably lots more places
I think the New England states, New Hampshire, Vermont.... , are free of earthquakes, hurricanes and Tornadoes. The winters in these states can be very cold, to make up for the lack of natural disasters.
I'm going to assume you mean the U.S.A when you say 'America'.
In answer to your question I would say Wyoming, Utah and Nebraska.
I think it is pretty safe to say that there is nowhere in America that there are constant earthquakes, hurricanes and tornadoes.
If you are looking where they occur the least frequently, might I suggest Southern Wyoming. No Hurricanes, Tornadoes are blocked by the mountains, No Earthquakes recorded.
