What kind of bicycle do you think would be good for me ?
I live on a college campus in the middle of a small city and I usually ride on sidewalks or pavement because I'm still afraid of getting hit by a car and there are no bike lanes. But sometimes I drive on the road. I'm 5'0 also.
Right now I'm riding my old Magna from when I was 12 and between the chain and kickstand coming loose and the hideous purple and pink color I'm just embarrased to ride around on that thing anymore. I also don't have a very big budget.
Obviously I won't go buy whatever you tell me but, I'd like some ideas.

My range is pretty much 100 - 200
Whats your price range exactly? like 100-300 or 300-600 or higher yet?

You are not going to get much for $100-200
in my opinion, ur best bet is probably a cheap second hand mountain bike
i got a mountain bike thats 15 years old for 15 pounds and its still as good as new
u can spray it w/e colour u want as well!:D
I agree with the above - consider a "good" second hand non-suspension mountain bike.
Check out your local craigslist, gumtree, charity shops, garage sales or local bike shops. Some bike shops have trade-ins, so can sell you serviced pre-loved bikes.
But that's not to say that there aren't other options.
A good conditioned retro hybrid or a 10 speed road bike would be fun to ride as well, just keep an eye out for a good bargain!
