By "best" I mean aerodynamically stable.
To make a rocket aerodynamically stable, you need to put the center of gravity ahead of the center of pressure. The diameter/length ratio does not affect this. Figure the CP using the Barrowman equations (google it) then put enough nose weight so the CG is about 1/2 a diameter ahead of this.

You can also determine the CP by swinging the rocket around your head on a string. Vary the point at which you tie the string until it just goes unstable, and that is the CP. You can also do it by mounting it on a pivot on the roof of your car. Too far back, it goes tail first. Too far forward, it goes nose first.
