For example, you will see a dark skinned African-American man and a dark skinned East Indian man with the EXACT same complexion, but, somehow it looks different?? (Even if they have similar facial features)... So what is it that makes different races look different despite strong similarities in skin color and facial features?
They don't have the same facial features.
depends on the environment & genetics
We have (Im of black origin and white) bigger eyes and the hair makes a difference sometimes. Also we have stronger, rounder faces.
The melanin density we all have brown skin just different shades
Dark skin South Asians had light skinned ancestors who then gradually became dark again but never gained the exact same tone as their African ancestors
I've noticed this too. I think it's the face that helps us distinguish if a person is Indian, black, etc. It doesn't necessarily mean that a person has to have big lips and nose to be considered black, or have blue eyes and blonde hair to be considered white, etc. Yet there are some people who do believe that a person is not a certain ethnicity if they don't have the stereotypical features, but that's a different matter.
I had a wedding project last year, and I decided to use the model for the wedding dress I supposedly bought and cut my head on her body and change her skin colour so it looked like I was wearing the wedding dress. She was white (I couldn't find any black models who model wedding dresses), but once I copied my head on, I found that I didn't have to change her skin colour at all. When I presented and showed the picture everyone thought I was actually wearing the dress, and nobody could believe that it was a white woman's body... It's really strange. See this and tell me if this person is white or black.

The pic is actually a combination of both. I put Beyonce's head on Britney Spears' body. Here are the pictures I got them from:

When you really look at it, everyone's skin colour is similar, no matter their race. Blacks can have brown, tan, or golden skin colours, whites could have beige, tan, or golden skin colours, and everyone else could have any of those I've already stated. It's only a matter of tone. Basic human skin colours vary from brown to beige. The labels "black", "white", "red", "yellow" don't accurately represent the actual skin colours. Have you ever seen a person whose skin colour was any of those colours? No, maybe a really dark brown or really light beige. But these labels only serve to create a greater difference between human colours to the point where many people can no longer tell that black people are not actually black but brown or that Natives aren't red but brown or tan. (Not saying that difference is bad).
That was long-winded but I hope you understand my points: it's the face and labels that leads people to believe that we're much more different than we really are and makes us think that similar skin colours are not the same just because the race is different. Looking at the pictures I posted, I'm sure that you can see that they can be similar but looking at the individual pictures, you wouldn't think so.
EDIT: I think people are able to tell someone race just by their appearance the same way people can tell apart different ethnicities - like Nigerian from Somali, Lebanese from Afganistan, etc. I think it's the combination of facial features, skin tone, and hair texture. Facial features are especially important for this. There are slight differences between the common features of every ethnic group. People who are regularly exposed to certain ethnic groups can tell them apart better than those who aren't because they see for themselves how most people of each group looks like and what features are most common. It's difficult to explain in words which is why people can't really be taught to tell apart an Ethiopian from a Sudanese person for example. Both are black and usually have black hair.
See these two black women?

Both are equally beautiful and look very similar but I can tell which is Somali (an African ethnic group I'm familiar with) - the last one is and the other is not. How did I know that? Easily - by all of her features - her lips, eyes, hair, nose, jaw, etc which can be found in any other ethnic group but it's the combination of all of these features in one person that helps me pick out her heritage. The same can be said for telling apart a white and black person, even if their skin colour is the same.
