Yes, it just means make sure you fork over enough money (or stamps). Many people do not realize, even to Canada costs more than within the USA. Also, all countries have specific rate tables, so you may want to go to usps.com to make sure of the cost. I send stuff overseas and your best bet is to take it to the post office and have them weigh it and take your money. If it gets deep into their system before they realize it needs more postage, it can take weeks to be returned to you.
