It means that someone from those IPs tried to make a connection to your computer and Outpost blocked them as it was supposed to do :)
Nothing to worry about. probably just routine scans that script kiddies do to find exploitable systems. If it was a concerted effort you would have seen connection attempts to multiple ports from the same IP. Nice to see that your firewall works, huh? :)
