I'm Puerto Rican so I know the answer. The upside down exclamation point in Spanish is equivalent of the American exclamation point. An upside down one goes in front of the sentence and a regular exclamation point (!) goes at the end of the sentence.
yup, its the same as one the right way round, as is the upsidedown question mark.
It basically tells you what emphasis and intonation to put on the sentence before you say it - for example, you know that a sentence is supposed to be said as a question before you get to the last question mark.

Yes its the same thing. It goes at the start of any exclamtiom made in spanish. The same is true for the upside down question mark, which goes before any question.
Spanish uses both upside down question marks(¿) and exclamation marks (¡) as well as the right side up ones (?,!)that we use. The short answer is yes. The inverted exclamation point and question marks, signify a sentence with a question or exclamation.
