Well...Jones is a common last name and it is suppose to resemble your 'neighbor' who you are trying to keep up with materialistically. For example, they get a new car so you need a new car. They painted their house so you have to paint your house. It's a common phrase in the US because as westerners we tend to be very materialistic.

What it means is, that if your neighbor buys a brand new car, you also go out and buy one, just to stay with the game of showing off what you have...or you go out and even buy something better, and then they are forced to keep up with you.
Its just an Americanism - a term loosly used to reflect Middle Class Americana.
