Most of Silesia was awarded to Poland by the 1919 Versailles Treaty festivities after World War One. I'll just snip and quickly translate a short bit from the German language Wikipedia:
"Bei der oberschlesischen Volksabstimmung 1921 stimmten 6.212 für den Anschluss an Polen und 4.105 für den Verbleib bei Deutschland. Bei der Teilung Oberschlesiens 1922 kam die Stadt aufgrund des Versailler Vertrags zu Polen."
