A website and a domain are two different items. You may own the domain but if you don't own the hosting server or at least pay for the hosting, there is nothing you can do but move to a new host and rebuild your site there.
You really need to build your site on your local PC and upload any changes from the PC to the host. That way, if anything gets lost from the host, you can simply upload the lost information. If you lose your host you can simply upload from your PC to a new host. If you now have access to your site, you need to login to the hosts control panel and download the entire site to your PC before anything else is lost.
