you have to wait atleast until it heals probably a week to ten days. as far as the itching goes that is because it is healing. least painful is bicep area and the back of the shoulder. i would think belly area and near ankle bone.
I've found that the the pain is worse on the most fleshy parts of the body, even though everyone told me that the boney parts hurt the worst, however, it could vary person to person. It will probably itch for about 1 to 2 weeks. DON'T pick at it when it scabs (this will cause the color to fade). To soothe the itching, try carrying some A & D ointment around with you and just apply as needed. As far as getting touch up work done, I'm not sure. Try asking your tattoo artist when they think it would be best. My guess would be in about 4 weeks when it is completely healed.
