Outpost settings can only be changed via its user interface or by overwriting the configuration files (while Outpost isn't running). The best bet would be to create a configuration that allows incoming Remote Desktop connections and then sending it to whoever has physical access to that computer for them to install (the default filenames are configuration1.cfg and configuration1.ini).
