UPS generally provides an expected delivery date. You usually receive your package before that date. However, depending on how it was shipped it doesn't always follow a "straight line" to you. Sometimes it will ship closer to you and then be scanned somewhere further away. It all depends on how many priority packages UPS is handling at the time and how much they can house at each facility. So sometimes lower priority packages are bounced around between facilities to make room for higher priority ones.

I've literally tracked a package that went from California to North Carolina then back to California then over to Nevada before returning to California where it was being shipped to in the first place.
