Are you selecting the move tool before you try to move an image onto another image? Sounds like you're forgetting to select the move tool before you try to move your image.

If you're having problems just dragging an image on top of another image, try SELECTING the image to be transferred and then just COPY and PASTE this onto the second image. This way you'll take the image via your 'clipboard' which is OK to do but dragging an image to the new background image is the better way.
