No, this incident took place after the fall of the USSR. The
conference was called by the new intelligence organization for Russia.
The meeting took place in the early 1990's. And yes, I am certain
that William Colby attended for the USA Intell community. He held TWO
press conferences. There must be a public record of those press
conferences.
