i was walking with my friends at 8:30 and we saw a puppy laying in the street and her eye looks really glassy and swollen. She wont respond to us what so ever.

She's probably not blind or deaf, just deathly ill. From the sound of it, she will either die soon or is already dead. Please ask your parents to call a vet or humane society and tell them where you saw the dog.
