Go into PAINT. Bring up your picture from the 'My Pictures' file. ***FYI: It would be to your advantage if at this point you already have a small clip of a picture of a piercing from the internet. In order to obtain this you must save a picture of someone with a piercing who has a similar skin tone to yours from the internet. Also use PAINT to crop the picture until only the piercing remains. Save this version of the picture in 'My Pictures'.*** Now,with your actual picture on the paint screen, Go to 'File-Open' and open the cropped picture of the piercing. Drag and drop the clip to the area of your face you would like the piercing to appear.

You may have to search for a 'Piercing-Clip' sample on the internet for a while, until you find a suitable match. The closer to your skin tone the better.
--HINT--: A pictures resolution fades each time it is copied, making 'picture editing' more difficult to detect. If you have a color printer, your best bet would be to print out the picture, and re-scan it into your 'My Pictures' file. Then upload it back onto the internet. IF YOU DO NOT have a color printer or scanner, you can go to a 'free picture editing' site (Just google it-you'll find it). There you will be able to change the resolution, color, and definition of your new picture.

Jasmine parkview and smith all have very good ideas on how to do this... as you can see there are alot of different ways to do this... my suggestion is wrather than using paint which can be harsh and sloppy or phothshop which will burn a whole in your pocket is to use Gimp... Gimp is a free photo editing application that you can download onto your computer and edit pictures... it is often used instead of photoshop for the people who cant afford it...

place the peircing from the brush where you want it on the pic and voila you have your piercing...
another way you can do it on gimp is to use your pic and find another pic with the peircing that you want and use the brush with the fuzzy edges to erase around the peircing on the top layer till it looks like it is blended in on you...

your best bet would be to use a professional editing program such as Photoshop.There are tons of free trials and pirated copies all over the internet,just google it.

Depends what sort of editing programs you have.
On paint the original you could just like draw it.
Or paste a picture of a piercing on top of your lip or whatever.
Just don't make it to obvious.
