The Reston, Va.-based Primus, which began operations in 1995, ranked behind Concert, the joint venture of AT&T and British Telecom, WorldCom, Inc., Cable & Wireless, and Teleglobe, which is wholly-owned by Bell Canada (BCE Inc.).
