There is little information about this accident available on the
Internet but I was able to find a reference to it in the Philadelphia
Inquirer's archives (Philadelphia is less than 75 miles from the
accident area). The same Associated Press story used by the Inquirer
also ran in The Record, a northern New Jersey newspaper.
The accident you inquired about happened at approximately 4:00 am on
the Garden State Parkway near Forked River, NJ. Troopers James Kurnel
and Michael Finetti had stopped to wake up Robert Bernier who was
sleeping in his van when they were hit by the limousine which had
veered off the road.
There is some additional information available using a paid archive

answer. The accident happened at 4:00 a.m. on January 25, 1999.
Further clarification on the links I provided - the first is to the
Philadelphia Inquirer archives. You'll need to enter something like
"limousine accident new jersey" into the newspaper's archive search
field (and specify dates encompassing 1/25/99) to see the article. I
