As an affiliate (ONLY), you can legally promote online gambling
activities in Germany AS LONG AS the gambling business is LEGAL
(having a gambling licence somewhere in the world) and AS LONG AS that
business's aim is not to defraud clients (usually, having a gambling
licence means that it's OK). You can be personally liable in Germany
for promoting illegal businesses or scams to Germans, or European
citizens (if you look at european consumers laws). But you can't be
responsible for promoting a gambling business that is legal elsewhere.
If you are not the affiliate but the operator of the online gambling
business, you are already out-law in Germany:
- because you are running a business located in Germany that doesn't
have the proper licences to do so,
- you are promoting an illegal business.
Since you are only acting as an affiliate it's ok.
